About the Planning Process

In October 2025, Rose Hill adopted the 2025 Comprehensive Land Use Plan. The final document guides future growth and development as well as public investment to achieve the Town’s overall vision. The plan sets forth the goals, policies, and programs that will guide the present and future physical, social, and economic development of the Town of Rose Hill.

Recognizing that a collaborative effort with the public is essential, each step in the planning process was included in the Citizen Participation Plan (CPP).  The Board of Commissioners appointed the Planning Board to supervise the preparation of the Comprehensive Plan. The Town’s staff and consultant served in an advisory capacity to the Planning Board. The Comprehensive Plan was drafted by Insight Consulting Group, LLC.
